Its simple and clear that baburam (he does not deserved to be called doctor), is collecting money for PLA and YCL. He is doing the same thing he used to do before when he was in jungle. Then he used to take money from people by force, now he is calling it tax.

 If not, then can anyone say how the tax is being used for the welfare of nepali people, nepali wildlife and nepal?
