read the article clearly. The minister used to call prachanda while he was in Jungle. So, you can request a close friend to have a gift for you. It depends on how comfortable you are with him/her. On his case he is really comfortable asking for help. There is nothing happens without foreign help. So, whats wrong with you to ask for what he feels best.

If you look at the foreign travel by the head of the states ( I just want to call PM as Head of state), KP bhattrai, GP they got something from other countries , whatever form its gift. Since nepal never pays load and it becomes gift. So, sooner or later its going to be gift so why don't you ask for gift at the beginning.
