You could apply to Touro College that is located in New York.It is a jewish school and doesnt have engineering, but does have CIS, with focus on Database, Networking. Easy to get admissions and some of my friends who actually finished masters degree from this college did get a job 2 weeks ago..in this horrible time.So, give a try.If you maintain a good GPA, I heard you get some scholarship..Good luck
