Is it posssible to file for an H1 B in 2009 with just the Kaplan's I20 i.e. with F1 status without having the OPT!

The consultancy I work for said, YES they can file for my H1 with Kaplan's I20!

Do you think this would be possible? Your suggestions would be highly appreciated
