As per USCIS , you must have completed the requirements for your Master's degree before
April 1st(the date of application) to be eligible for Master's quota. So if you can do this
then you can provide the letter from the Registrar's office implying that you have completed the
requirements set by the university and waiting for your diploma to be awarded in May.
I did the same, I got my diploma in May but i had completed the requirements before April, so I was
eligible for H1B this year.
and as per BikashKC, you also have the option to apply for general quota , but with minimal chances of
getting selected in lottery.
