he is not standing as an official delegate or figure it doesnot matter if anyone as an individual speaks any language ,but to introduce any languages without legal provision and while standing as a national figure is not acceptable.Though it is not according to spirit of NEpali but he is free here to speak any language. Now onward as a Pimeminister if he spoke anyother language that will be really bad.
