Since u are already in Maryland. Apply to Baltimore community college in Baltimore. Here is what u need to do. Since now u know ur GPA is horrible. Apply to BCC as a fresh student with ur credentials from Nepal. I bet you they will definitely accept u. Once u get accepted, ask ur univ in Ohio to release sevis to BCC. Do it ASAP, fall semester will start soon. This was u don have to go back to Ohio and be around Maryland. Ohio sucks anyways but u missed out on Dallas though.
