RAW thinks as long as Gyanendra is alive and free he possesses a threat to Indian puppets in Nepal. Some of the Nepalis are still behind the king and some are starting to realize that it was a mistake to take out monarchy (the institution not Gynendra). VP’s taking oath in Hindi and parties’ fighting over the posts have furthered their discontent.

So, RAW is trying to take out the king for good.
