The Probar project in Texas is run by the American Bar Association so it's legitimate, but, there might be rules governing whether or not they can help these Nepalese. http://www.abanet.org/publicserv/immigration/probar.shtml

http://www.aila.org/content/default.aspx?docid=20394: AILA is the American Immigration Lawyers Bar Association and they do wonderful work and have some very educated/dedicated lawyers as members so you may have some luck through them as well.

With respect to the process; I don't think the IJ will grant bond in this case even if the judge does state a amount it will be steep (i.e anywhere between $10,000 - $25,000: you post 10% of the bond amount to be released from detention)

Political Asylum is a choice, but it's a tough one as they would need to prove that they have either faced persecution in the past or are afraid to return to Nepal for fear of future persecution...it's a complicated process so make sure you speak with an attorney before they sign any papers.
