Information on F1 or F2 visa

Though i've already got some information from my previous threaded discussion, i would like to learn some more just to make sure.

Per my university, i'll be able to get new I-20 for MAXIMUM one year since i graduated already and it does not take more than one year to getanother degree.

I want my spouse to apply dependent visa. Her dependent and visiting  visa (to attend my graduation last year) was rejected twice.
 Do you guys think that under the following circumstances, is it ok for me to let my spouse apply dependent visa?


1) Currently, I am on OPT. I was not selected on H1-B lottery therefore need to go back to school to maintian the status.
I'm going to apply CPT (which seems possible) from this semester onward and will work with my OPT employer.
2) I have enough fund (required by university) availale here in US banks to support my education and my spouse
3) I might not be able to show lots of financial supporting documents from Nepals.

OR,

How about to let my spouse apply F1 (MBA) from Spring, 2009? Since I am here and her visa was rejectred couple of times, do you guys think this could be the best options?
