this fellow seems to have poor english understanding. i was implying that CK LAL might have joined M.Sc  seeking or sensing some sort of promotion, as many people do..othewise what would have compelled him to join school on that age, I am not saying he can not . But one can question rt?

And one should know, departmental transfer in govt is always a possibilty. Again, he does not have any knowledge about planning, he should know that kishor thapa architect planner and currtently joint secretary was the head of outer ringroad project. not a civil engg from sada bibhag. Pura kadariya is head of the melamchi project, not a water supply/environmental engg. And this guy seems to have habit of  understanding the issue from his own little mind, where as the world is much bigger and broad.
