NETPE-Inclusive democracy does not mean you pick some one from the street and get that person in parliament. Each single person/member has a role-, and, therefore, each should posses good potential and caliber, academically and leadership wise. And coming back to your question on forcing, well you do not need to be forced directly or physically, if you do not give room and oppurtunities for educated youngsters this is what is bound to happen.
