For America, everyone is terrorist who don't agree with its view.  It is not necessary that everyone must agree to USA. Everyone is free to disagree like US can disagree with Nepali Maoist. US should not forget that Nepali Maoists are  democratically elected and largest politcal party now.  If US policy is "democratic" (?), it must honour Nepali Maoist  and the mandate of Nepali people,  there is no second choice !  As far as not lifting the  "terrosist tag" is concern, I don't think it makes any significant difference to Nepal. Rather Nepal will have less dependency on US and at the same time less interferance in Nepal too. I  take it positively. US needs Nepal for its vested interests like Nepal need  US for assistance. It is just a thought. Feel free to disagree.
