Scattered secessionist insurgency of Terai or it’s use as ‘card’ by mainstream Madhesi parties are real problems. Maoist contribution for this development through their past manipulation is clear.

However, the root cause of that still lies in state’s continued apathy to Madhesi’s plight of exclusion and discrimination.

And not to miss ourselves, the urban Pahadi youth like you (may be not) and me who kept discriminating and playing with the dignity of our Madhesi brethren until now are also hugely responsible for all that has gone awry in Terai, don’t you think ?

So, my point would be we all have contributed our share.

Now, regarding the Maoist proposal I was referring to, you seem to be mistaking it for geographical constituencies, federal division or something similar. No, I was talking about the Maoist proposal for electoral constituencies PR election system. Maoist proposal would have brought in a large number of independent members (not affiliated with any political party) in the Constituent Assembly. Whether that would have been good or bad is an open question. My feeling is that it would have been good. I will elaborate why if you are interested.
