That thingy up there called "material support" may (and does) include giving water to a designated terorrist while being held at gun-point. It is obnoxious to say the least.

Examples: A teacher in a private school in Kathmandu has a share of his salary taken off his pay-check (by the school administration) to provide donations to the Maoists. He is considered inadmissible.

An innocent, badly beaten and tortured, citizen is dragged naked through the village by the police and forced to point out the houses of anti-government activitsts. He is considered inadmissible because he "assisted" in violation of human rights of the people... became a "perpetrator."
