According to the locals, Maoist leaders and activists including its CA candidate for Gulmi constituency-3 Chandra Bahadur Thapa have been threatening to set up binoculars and watch which party and candidate the locals vote to, in many places including Arthabang, Darling, Neta, Hwangdi and Haulung in the district.

The Maoists are learnt to have announced to set up binoculars and machines on top of the high hills in the district to keep an eye on the voters and their votes.

The locals are frightened since the former rebels have also warned to take action against those who do not vote on their favour.

Most of the infringements "that were carried out with an intention of influencing electioneering" were done under the Ministry of Physical Planning and Works (MoPPW).

Such activities have taken place in Kathmandu's constituency No 10 and No 7, from where Maoist Chairman Prachanda and Minister for Physical Planning and Works Hisila Yami are contesting for the upcoming Constituent Assembly polls, according to the complaint filed at the EC.

UML claimed that Maoists had mobilized its cadres in the development activities from government expenditure at 11 places in the two constituencies.

The UML also complained that Maoists misused government resources in electioneering in Lalitpur-1. Maoist Deputy Commander Barshaman Pun aka Ananta is contesting from the constituency.
