Here's how it works for H1-B in Masters quota this year:
1. The first 20,000 US Masters will be exempt from the regular quota.
2. If the 20,000 US Masters quota is exhausted within the first 5 business days (ie, until 7th April), the rest of the applications are forwarded to the regular cap for lottery.
3. If the 20,000 US Masters quota is still available after 8th April, no more than 20,000 US Masters applications are processed by the USCIS.
Be sure to get your applications filed asap when April 1st starts. However I think the Master's quota will not be exhausted at least for 7-10 days.
