It's NOT a new trend. It's a tradition that we're following the footsteps of our grandfathers. I've seen many Indian, Pakistan and Bangldeshi with Nepali Nagarikta made during the 80s(those blue ones, folded many times on Nepali paper, inks are smeared if you write on...you know what I mean). So remember corruption, bribes runs in our tradition and has become our culture now. No need to be surprised. It's easy for foreign criminal to get citizen than a real Nepali to get one.
