in many cases, the reason contractors are hired is because a project is already underway, one is expected to perform right away & there could be very little learning curve involved. if
you can't do the job then lying and an exaggerated resume will not
help. i've seen people quit even after they were hired because they
could not perform or were fired for obvious reasons. a good hiring manager will know right away when a consultant is lying if s/he can't back up what's in the resume. these days many big companies want to hire you after a round of interviews and not just over the phone especially if its a perm position. i think many managers in the IT industry are aware of fake resumes. since locals here do not "lie" to that extent, could be that many managers think the resumes are real and ask little experience related questions.
