No,Nepal is not a foolish state. And Nobody has right to say so, atleast not by the outsiders in this nepali forum.
But now i m compelled to believe that some of nepalese like cowboy , happy face, etc are foolish and are easily manipulated by person like Jay Mehta (most likely to be dhoti sale
