I would suggest contacting Google via the "Contact Us" link especially because the spammer is using their services to spam a fellow customer of Google. Also, what is the nature of those emails? In California, if I understand correctly, there are some pretty good laws on the books regarding online threats. By contacting them, at a minimum, you might be able to get them to act against the spammer esp if the nature of the spam is abusive or threatening.
