If you have a little bit common sense, you should have thought about it before writing anything. 

I am just telling, dictators do not need madate; for them janta are bheda/ bakhra and taking power and ruling  a country is like playing a dull or like goods placed for sale or buy. There is no need to validate it. They think the country and the people like us are like a dowry or inherited property passed on from their forefathers.  

Can you rule a country even for a single minute? Yes, but you need to take the people's mandate thru a politial process. The state has placed the king in certain position to remain as a king but not a ruler. There are different organs of state to run the country. There is executive and legislative. Who do you think gave the mandate to the king to rule for 3 years period? By people? By the constituion? who........................... or do you think he can do whatever he likes................................ It is nobody else, but himself digging a ditch, from where he will never come out....................
