What does "fully proportional representation (PR) based electoral system for the CA polls" mean?

I think, not sure though, that 497 seats are proposed for the CA. Since Cabinet is to nominate people for17 seats, actual number of elected members in the CA will be 480. Let's say NC, UML, CPN-Maoists, and Others run to grab those 480 seats. Let's also assume that NC gets 40% of the vote, UML 30%, Maoists 25%, and Others 5%.

Now under fully proportional representation NC will have 192 members (40% of 480 total seats), UML will have 144, Maoists 120, and Others 24 members. Each party decides who will represent the party in the CA. Voters will vote for the party not the candidates (voters won't know about the candidates).
