NST voting-why $10.00

The Nepalese Society of Texas (NST) voting held in every two years during the Dashain time is scheduled for next Sunday and the fee for the voting is $10.00. I am kind of confused wondering why is there a $10.00 fee for voting. My point is not that we cannot afford to spend $10.00 but charging a fee for voting in the first place does not seem right. Or, there should be a lesser amount of fee. Many of us are students and I have seen people belonging to a same family who would be going to cast their vote spending that amount each. Also, there would be a less turnout.

People may have a vareity of reasons to back this idea but I simply do not understand that there should be a fee to vote. If the NST is in need of funds, they can gather funds through cultural program or Dashain parties or such things but not through voting.
