The NWPP is a constituent of the eight-party alliance but it is not in the government. In 1975, the tiny Himalayan nation of Sikkim was merged into India and Dorje, who was the leader of Sikkim National Congress, had acted to facilitate the merger. On the issue of Maoist threat to quit the government and launch the agitation, Bijukchhe said that there is no point in compelling them to remain in the government if they don't want to. "Let them walk out of the government. Let them launch agitation. It would be good if they raise people's issues in the agitation.
