Terai Army claims responsibility for Kathmandu blasts KATHMANDU, Sept 2 - A little known group called the Terai Army has claimed responsibility for the Kathmandu blasts. One Mr Khanna, who identified himself as the leader of the group based in Rautahat district, called a television channel in Kathmandu and claimed the responsibility over the phone.
