I had a same problem long time back. I went to mexcio to get the new visa but when i was there the Immagriation person who took my interview told me that if you can prove proper document that you lost your passport and you are on status all the time since you been US, then nearest Immagriation office issue the duplicate visa but I am not sure about it. so Just try to contact the nearest USCIS office and find out.
