Can you say the korean people residing in Japan are not koreans? Do koreans in Japan pay tax for korea? No, they pay tax for Japan, but still they are koreans NOT japanese. Do portugese of brazil pay tax for Portugal? You are bringing your own definition of nepali or non-nepali that ends on who pays tax to which country. I am paying tax to USA, but I am not american.
