Binod: YOu said Tibetans and Bhutani Refugee are the biggest problem. I dont find them as a problem. Tibetans have contributed very well to Nepal. Bhutani Refugee are in need of help and we should extend our arms when we can. Bhutani people are leaving anyway to Western countries.
