I dont know about the licensing to setup a VOIP company, [ and am interested to know ] but i believe, the law for CALEA compliance of any VOIP providers by the FCC is flexible now and requires extensive, whys and why nots, for such non-compliance! BTW, if you're using SIP, are you trying to setup SIP servers/registrars/proxy yourself. If not and you use sip servers provided by other vendors/organisation, i think you're off those acts and regulations. Correct me, if i am wrong?
