My idea is to have districts be coded in 2 chars, and then, towns and villages be coded in 3 char codes. 3 char means 15,000 options (enough for whole nepal), and 2 char means about 600 options. Such that domains http://www.ka.com.np or http://www.ka.org.np takes us to official website of pokhara, as it happens in us: http://www.va.gov/ means government of virginia ... like that. Instead of rejecting it, think about "Why not?"
