B_March: See the instructions in the form below....You can file I-130 for your spouse, but will have to wait for the visa number to be available, which can take several years...That's the catch with Permanent residence. If you are a citizen, you can apply I-130 without having to wait for the visa number (which USCIS calls immediate relative)...only available for citizens....
