My take on this is it is another attempt by Mr Koirala's to lure pro-Monarchy voters into his camp. While this tactic may have little success amongst Kathmandu's pro-monarchy elite, who seem to pathologically detest Mr Koirala and will never vote for him, there is a good chance it might work outside Kathmandu. The pro-King voter in Jhapa or Bardiya has a choice between voting for the RPP which for all intents and purposes has virtually no chance of power and voting for the NC, which has a reasonable shot at power. These voters may be small in number but are significant in a closely contested election which the next one is bound to be. Because they dont seem to see Mr Koirala with the same prejudicial lense that Kathmandu's pro-King voters see him, such voters might actually end up voting for his party. This has happened before in marginal constituencies and could very well happen again. Just a thought.
