Thyanboche, It is just an idea. It is not a plan or topic that one would agree or disagree IMO. By international standard, I meant increase in education standard (I do not know how anyone can disagree on that). Yes there may be disagreement on the ways to get there. sabaiko satru, if someone plans and make really nice proposal... i think it would not be THAT difficult to get capital or loan for that matter. Just look at how much peole are spending just to apply and come to US. Just adding that money may be sufficient to start. I do agree with thyanboche that more important is 10th standard or less (primary, secondary education). Thanks for your comments. :)
