whoever wrote this article should know a little about the "rule of law". THe constitution in no way give an auhtority to any organization to take control of the public unduly without the written consent from the attorney general. IF they do control public, then there is no rule of law. We already have a interim government in Nepal. Its ridiculous. I am sorry but i had to write this. The inability from the part of government doesnot necesssarily prompt the third party to take over the responsiblities to take action.
