No body has credit history at the beginning. There is no way to tell which company will issue you first credit card. It is just a chance. You have to apply to all possible providers that provide either Visa or Master Card with no annual fee. You can also try for American Express or Dicover Card (but less preferred to VISA/MC). These days, almost every franchise (e.g., Macy's, SHEAR'S/K-mart, etc) issue VISA/MC credit cards. You can try them because you get faster response (on the spot) and possibly can walk way with a credit card.
