new immigration bill

From what I have been hearing, the proposed immigration bill (if it gets approved in the house) would allow a citizen to petition for green cards for only their spouse and children, but not for one's parents. One of my main reasons in applying for a citizenship was to help get green cards for my parents. Up until now, Bush's mistakes had not had a direct personal impact on me. But if this bill gets passed, i will need to think about the possibility of moving somewhere else, because I want to be able to take care of my parents. So, I was wondering if people here have been thinking about this issue, and what can be done. 0) Am I correct about the terms in the bill? That is, can a citizen no longer be able to petition for one's parents' green cards? 1) In particular, when do you think the bill (in its current form or otherwise, if it gets passed) will actually be signed into law? No-one (even congress) knows this answer, but I was wondering what people's guesses are. 2) I am waiting for my citizenship oath ceremony (will hopefully come through in the next 2 months), and will probably apply for my parent's green cards the same day. What documents would I need in order to apply for this? Thanks in advance.
