Underestimating Chinese militia and intelligence is like inviting trouble for oneself IMHO.
China's military has undergone significant change in the last decade especially after Gulf War. Its military strategy has become more offensive oriented and it has recognized the importance of power projection with modern military technology. They have started the process of modernizing their forces and, while it is currently beset by obsolete equipment, they have set goals for the future. They have embarked on an ambitious military modernization program and their economic growth has been key in the implementation of such programs.
There have been attempts to acquire multiple independently targeted re-entry vehicle (MIRV) technology through the acquisition of Russian SS-18 missile components. They have developed the twelve thousand-kilometre range, solid-fuel, mobile DF-41 missile, which will allow rapid reaction and a MIRV capability.
Not only nuclear weapons, but air missiles (aircrafts) have also undergone major reformation towards modernization. Not to forget that they still have World's largest military which is being trained with modern approach. So and So forth.
