I think there is a realization amongst many in Congress that immigration cannot be stopped. Regulation is their best shot - hence things like the point system. As much as the extreme right moans about it, it appears highly unlikely that the policies they advocate will either pass, or if they do pass, if they can actually work.
Immigration is the new third rail of American politics. If Medicare and Social security - two others third rail issues - are any indication, it appears change on this issue will be slow. The status quoists - and not sure how many of them are out there - might just win out on this one, at least in the short term.
