IMI - The only thing that makes any sense in your reply is the point about YCL. A certain amount of violence is only to be expected when a guerrilla army is dissolving back into the larger society. But going back to why this thread was started, which was to discuss the stipend,I think the government is keeping its end of the bargain and this is happening under UN supervision and I dont see any other workable alternatives. If anyone has an alternative that is not as ridiculous as some of the things that have come up on Sajha, I cant imagine why Ian Martin or Girija or Prachanda would have a problem implementing it.
