ING Direct is not a credit union. You can try ING Direct, HSBC Direct, Citi e-Savings account. To open these accounts you have to be American Citizen or Permanent Resident or if you are not both of those, you need to provide your complete passport information. Citi doesn't let you open an account online unless you are citizen of US. Also some of the other options you have, if you live in the west coast, you can go for Washington Mutual. It's a great bank, and if you open a checking and savings together, you can get the higher rate savings account. Another choice is Charles Schwab checking account, the only one which offers 4.25% APY on CHECKING accounts, which is unheard of, and I think you can open an account if you have a SSN; no citizenship/PM needed, but I could be wrong.
