I could not understand why the heck technocrats never thought of a viable alternative like rainwater harvesting. If a city of the size of Madras can survive out of rainwater, why cant Kathmandu. We should not forget that average annual precipitation in Kathmandu is much higher than arid Madras. I was just curious Rahul Sir.
