Sunkoshi your main point is that "They are RACIST and they often call other people in city as " PRABASHI" they believe that they are a NAGAR BASHI.." When people from Kathmandu go to villages, the people from the villages term then 'shaharia'. It's just a natural process to give a name to someone whos from a different place. Maybe you're too sensitive. Nothing racist about it. I see no point in making a big deal about it unless you have inferiority complex.
