PERM may be an OPTION if your POSITION falls under EB2 category.
EB3 is backlogged with visa-availability. until this becomes current you cannot apply for concurrent I-140 and I-485 (although you can still hold the priority
date). thus you have to file I-140 and wait for it to be approved.

it will be a good option if your position falls under EB2 category.
present DOL requirement strictly prohibits you from using language requirement as a criterion for PERM. you cannot have MS/BS/BE as a qualification.
you have to be very specific like
educational qualification : MSCS with 5 years experience
alternative degrees: MSCPE, MSEE and can consummerate with relevant experience
[ this allows BSCPE/BSEE/BSCS] + 10 years
