In true and reality.... Central government must control: (1) national parliament (2) national consitiuation (3) National Law, Order and Justice (4) National Army and Police force (5) National TAX and Revenue collection (6) Central intelligence (7) Central corruption and crime investigation authority Proviencial or State government must have: (1) Local government (2) Local bill issues and bill pass authority power for local development (3) Local tax and Revenue collection (4) Local law, order, rule, regulation and justice (5) Local police forces (6) Local crime and corruption investigation Law, Order and Election systems: All people include all royal families must be UNDER THE LAW AND CONSTITUTION. All people and royal families must pay NATIONAL TAX. Without natioanl tax and revenue collection, Nepal can not develope. Without proper tax systems Nepal always beggar. Nepal national Election criteria and systems must be change. Nominate people for Minister and Prime minister must have at least BACHLORE DEGREE in management, economic, political science and public speaking etc. Prime minister working period must be only 4 years term and NO MORE than 2 term allow. Or Crooks and Criminals prime minister will be like Girija and Saddam Huisen (Iraq). Important key matter is that ... must think How can we under control deep rooted national crimes and corruption, Discrimination, Control Law, order, rule, regulation and justice systems. How can we develope Nepal in the fast past? That matter must be in New Democracy. Is not it?
