Though I haven't been such situation .... what ever you are planning to send is more than enough. Your expired F1 Visa doesn't matter at all. For Q#2, it is completely different case. If they are to be in london (staying in transit inside airport) for more than 24 hours, they need transit visa for UK. If they plan to enter UK then, of course, they need a Visa. Good luck.
