Visa number is the second step after your application is received by consular. They allot priority date for visa number every month so that case number within that number could be issued visa. There is not point of visa number unless your application has been accepted by counsular. Even if the counsular accept your application, they need to wait for the visa number available for that particular month. cheers dude
