"I think when you get a receipt number, that means your application is in process..." which means the application has already been selected from the random drawing? Here is how i think the process is....( i could be wrong....) 1. USCIS gets all the aplications 2. Enters all the petitions that were received on April 2 & 3 3. After all 'Eligible' petitions have been entered, they conduct a random drawing.. 4. Those that make the cut will then receive their respective reciept number..those that did not make the cut..will get the rejection notice or whatever.. 5. The processing will then start from this point onwards...
