They say that the CD is a compilation of news about Maoist atrocities. In a democratic society, there is nothing wrong with handing out such things. The stupid maoists make it sound like they have proof in the cd. Proof would be for example a video recording of people making plans to do something, or perhaps an audio recording of conversations.
