I agree with VB. These people live outside Nepal (mostly in the US), work there and pay tax there. They have nothing to contribute to Nepal excpet that when they get-together, they talk about politics and government in Nepal. If you want the voting right, pay TAX. No taxation with representation and NO representation without Taxation. :) NA
